Towards the end of last year, the European Union reached agreement on a Pillar 2 Directive, leaving member states with a year to implement it in their national legislation. The OECD has also released guidance on safe-his harbors and penalty mitigation, as well as public consultation on the return of GloBE information and the tax certainty of his GloBE rules.
The focus has now shifted from policy to implementation, and with less than a year to go until the effective date, the real work of preparing for Pillar 2 has begun. There is much to be said about the technical aspects of Pillar 2 and all the guidance that has been announced and is still in development.
