On November 21, 2022, Global Affairs Canada will: A Guide to Canada’s Export Control List (December 2021) (“Guide”), effective December 21, 2022.of the current version A Guide to Canada’s Export Control List (December 2020), valid until December 20, 2022.
The guide includes dual-use, munitions, nuclear non-proliferation, nuclear-related munitions and technology, missile technology control regimes, and the chemical and biological weapons non-proliferation list.
The revision of the Guide put into effect Canada’s commitments under the Multilateral Export Control and Non-Proliferation Regime until December 31, 2021, adding controls in Groups 1, 2 and 7 and adding controls in Group 1. Includes management removal.
A summary of the major revisions made to the guide can be found here. These revisions include, but are not limited to:
- 1-1.C.6.b.2. – Removed controls for certain fluorinated silicone lubricants.
- Group 1, Category 1 Annex “Explosives” – Modification of existing list containing EDNA (ethylenedinitramine) (CAS 505-71-5) and TKX-50 (dihydroxylammonium 5,5′-bistetrazole-1,1′-diolate).
- 1-2.E.3.b.2. – Management of specific technical data for material processing has been removed and technical notes have been revised.
- 1-3.A.1.b. – Amend existing controls for microwave or mmWave items to include a “frequency switching time” of less than 100 μs for frequency changes above 5.0 GHz
Synthesized frequency range exceeding 75 GHz and not exceeding 90 GHz for “frequency synthesizers” and “electronic assemblies”. - 1-3.A.2.d. – Modification of the signal generator’s existing controls for “frequency switching time” and “RF modulation bandwidth” for digital baseband signals.
- 1-3.C. – Added new controls for certain electronic substrates made of gallium oxide or diamond (see 1-3.C.1.; 1-3.C.5.; and 1-3.C.6. reference).
- 1-3.D.6 – New controls have been added to specific software for designing integrated circuits with gates around field effect transistors. Corresponding definitions have also been added.
- 1-3.E.3. – Modification of existing regulations for other technologies for development or production to include gallium oxide substrates for electronic components.
- 1-9.A.4– Modification of existing regulations on space launch vehicles to include “sub-orbital craft”.
- 1-9.B.1– amended to remove “to include the manufacture of gas turbine engine blades, vanes, or “tip shrouds” designed for “superalloy””
- 1-9.E.3.a.2.e. – New controls have been added for certain technologies in gas turbine engine combustors that utilize pressure gain combustion.
- 2-1. – Modification of existing controls to include tech notes on ‘mounting guns’ and ‘deactivated firearms’.
- 2-13.c. – New controls have been added to certain add-on plates on military helmets that provide ballistic protection.
- 7-4. – Added new controls for certain new chemical precursors for chemical warfare.
- 7-12.10. – New controls have been added to specific software for nucleic acid assemblers and synthesizers.
