Resolution No. 570/2022 (“resolution”), issued by the National Communications Authority (ENACOM) and published in the Official Gazette on March 31, 2022. The resolution states that sign language and closed captioning are mandatory news signals for subscription to television services.
The main purpose of the resolution is to make content more accessible to people with sensory impairments.
For such purposes, ICT licensees registered with ENACOM and providing subscription services by physical and/or wireless-electrical and satellite links are required to incorporate sign language translation and closed captioning into their mandatory news signals. has been judged.
Incorporation is a progressive scheme for the implementation of additional media (“schema”) approved under Annex I of the resolution. The Scheme establishes that, within 180 days of the Resolution’s entry into force, the obligated party must incorporate the following into the news signal of mandatory inclusion:
- At least 3 hours of closed-captioned programming, from 7pm to 11pm. After the 180 day period, 3 hours per day of closed-captioned programming shall be progressively incorporated for 180 consecutive days. until the whole programming is done
- At least 1 hour per day of programming translated into sign language, from 6am to 10am and from 7pm to 11pm respectively. After a period of 180 days, in consecutive periods of 180 days, 1 hour of programming translated into sign language and 1 hour of programming per day, until the time slot from 6:00 a.m. to 10:00 a.m. is completed. shall be incorporated gradually. Any violation of the scheme or failure of the obligated party to incorporate such additional media will be subject to the penalties set forth in Part VI of the Audiovisual Media Act No. 26,522.
